I was not able to translate very much of the story this illustration came from because the text made use of so many idioms. From what I could make out, the man brought his girlfriend to a construction site at night and surprised her with a request to tie her up. In this scene he is playing with her cunt, alternating between spanking her with a riding crop and tickling her with feathers.
The dialog is typical of such Japanese S&M stories. The man reveals his desire to subject her to extreme forms of stimulation, while coaxing her to submit to the sensations and let them overwhelm her. His greatest passion is to tickle a woman, especially her cunt, until she is mad with lust. Her share of the dialog consists almost entirely of whimpers and screams and pleas for him to stop.
After a long session of tickling the woman is beside herself with lust. He lets her down but does not untie her completely. There is another drawing of the woman partially bound being fucked from behind, doggy style but standing bent over, and the man is still holding the feathers. In the dialog that concludes the story the woman admits to enjoying the entire episode, because of how passionate he became and how turned on she got from being bound and tickled.
The bondage pose used here is in my opinion undesirable for tickling play. It places the woman's full body weight on her wrists and ankles and is extremely painful. Without a doubt whatever the man may do with the feather would go unnoticed given the level of pain the woman would be in. A much better variation of this pose would be to position her back on a bed, a table, or even the floor, so that her limbs are not supporting her full weight.
